Volume of competition in health and social services procurements

The project assesses the annual procurement volume of Finnish wellbeing services counties, i.e. the monetary value of the tendered contracts. In addition, the project examines how this value is divided between different procurement categories and units (hospital districts vs. municipalities).

What is the level of competition in the implemented competitive health and social services tenders? Is there e.g. geographical variation in the level of competition, or could this possible variation be explained by other factors, such as the procurement category or unit, the size of the procurement, or something else (e.g. scoring)? These questions are approached by analysing the historical statistical data available on the Cloudia competitive tendering system’s database on implemented public procurements in Finland between 2010 and 2017. This data will be combined with data on the health and social services procurements made by hospital districts and municipalities, to provide an overview of the possible procurement volumes of Finnish wellbeing services counties. In addition, the level of competitive tendering can be analysed in pre-selected and relevant procurement categories (on the basis of CPV codes).
