Strategy

VATT produces reliable policy-relevant economic research data and analyses. In our research, we focus on public economics issues and evaluates the objectives, implementation and effectiveness of economic policy through research.

VATT’s strategy will be renewed during 2026. Until then, the previous strategy remains in force.

Our vision is to be Finland's most influential and internationally respected producer of applied economics research and analysis.

Relevant research evidence at the right time to support policy-making "Research results for the benefit of the individual and humankind"

Basic task

VATT produces reliable research evidence and reports to support decision-making on public finances and to boost the efficiency of general government. An Economic Policy Council operates in connection with VATT. The Ministry of Finance can give assignments to VATT.

VATT's research themes:

• Business taxation and regulation
• Labour market and education
• Social security, taxation and inequality

Goals for the strategy period

With high-quality relevant Finnish science, VATT will enhance and develop its societal impact by communicating effectively and stepping up cooperation with its stakeholders

Together with its stakeholders, VATT will develop its capability to produce timely and relevant research evidence

VATT will strengthen its capability to produce added value in its research and maintain a high scientific standard through networking

VATT will balance its finances. VATT will maintain a high level of personnel competence and allocate its resources effectively.
