Tuulia Hakola-Uusitalo is the Director General of VATT.
Prior to her appointment as Director General, she served as Research Director at VATT (2023–2024) and at the Competition and Consumer Authority (2019–2023), Head of the Structural Policy Unit at the Ministry of Finance (2007–2019), and Chief Economist at the Finnish Centre for Pensions (2003–2007). She has also worked, among other places, at Uppsala University, the University of Chile and the World Bank.
Hakola-Uusitalo received her PhD in economics from the University of Helsinki in 2002. Her PhD thesis was on economic incentives and retirement.
In addition to her post as Director General, Hakola-Uusitalo is a member of the Finnish Council of Regulatory Impact Analysis, an expert member of the OP Foundation’s Scientific Committee, and a member of the Swedish Fiscal Policy Council.
