The functioning of the social welfare and health care labour market is important in terms of the availability of essential basic services and public expenditure. The project examines the functioning of the social welfare and health care labour market and the impact of policy measures on it.

Lyytikäinen, Saxell, Siikanen and Toikka (2022) found economically and statistically significant regional differences in the salaries of social welfare and health care workers. The purpose of this project is to examine the causes and consequences of regional pay differences and to assess the impacts of pay regulation (e.g. pay harmonisations in joint municipal authorities for social welfare and health care) and other policy measures on the availability of labour force in the social welfare and health care sector and other labour market outcomes. The project draws on individual-level data on salaries, working hours and other employee characteristics.
