Evaluation of the local government pilots on employment

The project assesses the impacts of the local government pilots on employment, which were commissioned by the Finnish government, from different perspectives.

The project utilises municipal comparisons to carry out estimates of the overall and cost impacts of transferring service production to the local level and the friction of launching local-level activities. The individual-level impacts of the local government pilots will be assessed internally in the pilot areas as well as with the help of reference municipalities. The main objective of the assessment is to produce well-reasoned information on the impacts that the organisation of municipal-based employment and business services has had from the perspectives of employment, costs and wellbeing, as well as the impact mechanisms that these results are based on.
