VATT Day 2023: Choices in Healthcare
In Finland, we spend over 20 billion a year on healthcare and the Finnish Social Insurance Institution (Kela) spends almost 2 billion a year on pharmaceutical reimbursements. Choices made healthcare and medical care have a major impact on public finances of the state, municipalities and wellbeing services counties. The decisions made directly impact the welfare of individuals, their ability to work and how society is perceived in terms of fairness and equality.
Healthcare services and healthcare are central research topics for VATT Institute for Economic Research. These themes will be discussed during the VATT Day 2023 and in the new research published during the day. The event will feature international top researchers in the field and showcase new research conducted by VATT.
The first part of the seminar program will be in English. VATT Day’s first keynote speaker is Professor Pierre Dubois from Toulouse School of Economics. Dubois will examine incentives for promoting the development of innovative antibiotics from an economic perspective. In the second presentation of the event, Professor Luigi Siciliani from the University of York, will compare the roles of public and private hospitals in European healthcare before and after the pandemic, considering factors such as case complexity.
The second part of the seminar program will be in Finnish. VATT's senior researchers Tanja Saxell and Markku Siikanen will present their new research on pharmaceutical expenditures and concumer choice in healthcare. Saxell's research indicates that in public specialized healthcare, concumer choice can reduce waiting times and speed up access to care without affecting clinical quality. Siikanen's research, on the other hand, reveals that regulatory measures in the pharmaceutical market affecting consumer economic incentives have achieved significant savings without compromising the availability of medicines.
In the final presentation of the seminar program, Professor Kaisa Kotakorpi from the University of Tampere will also examine pharmaceutical expenditures. Her research team identified clear differences in patients' pharmaceutical treatment between the public and private sectors, even when the same doctors are involved.
The presentations will be commented on by Kirsi Varhila, the director of the Satakunta Welfare Services County, and Lauri Pelkonen, the director of the Pharmaceutical Pricing Board (Hila) at the Ministry of Social Affairs and Health.
