Accessibility statement (Doria publications)
This accessibility statement applies to VATT’s documents in PDF format published in the Doria repository. The statement was prepared on 7 July 2025. The service is subject to the Act on the Provision of Digital Services according to which documents available on the websites of e-services covered by the Act must be accessible.
The accessibility of the service has been assessed by an external expert organisation. During the audit, 10 documents were reviewed manually and 289 documents automatically.
Document accessibility status
The audited documents partially meet the AA level of the WCAG 2.1 standard as required by law.

Deficiencies observed during the manual audit
- Some documents are completely or partially uncoded. Items such as heading levels and table identifiers are missing. (WCAG 1.3.1 Info and Relationships)
- Documents contain content with the wrong identifier. For example, a table identifier has been set for a mathematical formula. (WCAG 1.3.1 Info and Relationships)
- The documents contain mathematical formulas that a screen reader does not reproduce at all. (WCAG 1.3.1 Info and Relationships)
- Some of the content on the cover pages of documents has been incorrectly determined as tables. (WCAG 1.3.1 Info and Relationships)
- Documents contain tables the content of which has been divided into two different table identifiers. (WCAG 1.3.1 Info and Relationships)
- No document reading order has been set. (WCAG 1.3.2 Meaningful Sequence)
- The text content of graphs does not meet the contrast requirements. (WCAG 1.4.3 Contrast [Minimum])
- Colours with insufficient contrast when compared to the background or other elements in the graph have been used in several graphs. (WCAG 1.4.1 Use of Color, 1.4.11 Non-Text Contrast)
- The programmatic language of a document has not been specified. (WCAG 3.1.1 Language of Page)
- Documents contain content that differs from the main language and for which a language attribute corresponding to the language has not been set. (WCAG 3.1.2 Language of Parts)
Deficiencies observed during the automatic audit
- Programmatic identifiers that enable a screen reader to recognise different types of document content, such as headings, tables and images, are missing from a PDF file. (WCAG 1.3.1 Info and Relationships)
- The document language has not been programmatically specified. (WCAG 3.1.1 Language of Page)
- A document is missing a name which is defined in the PDF file’s settings and is read by assistive programs when the user opens the document. (WCAG 2.4.2 Page Titled)
- A document contains images without text equivalents (ALT text), which would enable a screen reader to convey the content of the images to the user. (WCAG 1.1.1 Non-text Content)
- A main heading (H1 level heading) is missing from a document. (WCAG 1.3.1 Info and Relationships)
- A document contains tables that have not been programmatically correctly marked. (WCAG 1.3.1 Info and Relationships)
- A document contains incorrectly marked lists. (WCAG 1.3.1 Info and Relationships)
Not within the scope of the legislation
- Content published by users or third parties that is not produced, funded or controlled by the service provider
- Office program files (e.g. doc, pdf and odt) published prior to 23 September 2018

Supervisory authority
